In the light of this report by EFCC on Peter Odili's looting of the Treasury, why is the nation very quiet. Where are the educated elite or middle classes who should be imforming debate on this massive theft? All who have been reticent on this matter should themselves be classed as accomplises! Is Nigeria such a hopeless basket case that our people have become 'conditioned' over time by bad news?

It is a very sad situation to find out that a state that President Obasanjo visited for more than 10 times within the space of seven and a half years could withness this level of mass looting and the governor that was highly prefered by the Presisent to fly the flag of the so called lagest party in Africa qualifies to be addressed as the GREATEST LOOTER OF OUR TIME. Then the qustion the whole Nigerians should help me ask our saint Mr President are these:
-Where was he when his godson and the man that is most closest to his heart is stealing and destroying the destiny of Rivers people?
-What is the moral justification for removing Dariye for stealing eitht million pound when Odili that stole in excess of one billion dollars could be bold enough to campaign openly for the exhorted seat of the president of the federal republic of Nigeria.
Please tell Mr president that he is the greatest thief if he could leave Odili and be witch hunting the one that steal little in the same purse with him ie Atiku.

This generation is highly indedted to Nuhu Ribadu, and posterity shares in this indedtedness. History is already made. In truth, it is only history that can remit this indebtedness.
Rivers State! what happenned? Eight years of glorified backwardness; eight years of looting; eight years of needs in mist of plenty; and nearly eight years a people were fooled, and in eight years a nation would have been fooled. A governor, that had been acclaimed "an annoited successor" to the president. If this is how Rivers State has been looted, Sophocles and Shakespeare would have lived to write the greatest tragedy of nation - Nigeria.

In all this, the role of the catholic church should not be forgoten. I have they are have to amount like the cardinal in Poland was made to. and the church in America and Ireland faces suport for their misconduct. The Catholic bishops Olubumi Okoje, Patrik Ekpu and the Arch bishop of Port harcourt are in the know of these bad activities. Sir Johnson Arumemi Ihide built houses and gift of over 2 billion to the church. the money should to retrieved. Many priests are recuited and rewarded through a system of overseas trips, money giving and sponsorship, in return for spiritual prayers and protection. They receive money for this services. Investigation should be carried out on how they give out titles. Expecially the last Kighthood given in Benin.
Perter Odilli, JIA Arumemi-Johnson, Abiye Sekibo, etc all belong to an Ultra secret society within the catholic church; knight of st. John and are knights of the church. The task of JIA Arumemi Johnson is the business face and make more money with the seed money provided by grafe. Odili is the Political face. Leo Otoide is the researcher. Patrick Otoide, Vicent Otoide foot soliders who slash the money away. Ojeaga Accountant who prefect the shady deals (no accountcy degree). Oska-jo- J.S.E Ujujahman and the nehpew Francis Ujujahman are feaseability enhancers and spoters.
Former Aviation Minister Aborishade involed, Power and Steel Minister Lai Imoke also part of the deal. Just imagine their own links and friends and faces that represent them. Too many to name for now.
JIA Arumemi-Johnson is suddenly building basilica in Ora. The church is as big as that in st. Peter square Rome or that built by the late Ivorian President. Such a church in a village! who who attend the church. It is for secret society meeting. The EFCC should invite independent assessors to verify and validate the equipments used in the Omoku Plant. I can assure you that the Plant is full of old and Obselete equipment-refurblished. The design of the Plant itself is from an old design and feasibility given to the Government of Old River State headed by Diete-spiff. So Rockson has used the intetectual property of people with out acknowlegment.
Invite the Former Managing Director of Arik air to get true ownship structure, and more information about the air crafts state
The sad thing is that desite this facts nothing will come out of this, as they are well organised with men in high places who eat from the same pot. if not how come ROCKSON is given 3 of the 8 IPP projects of the federal Goventment. The Man is just holding money for his masters. More Futual evidence will appear after this regime.

I have been troubled over the way the "Golden Governor" has been carrying himself since coming into power even when it remained glaring that he was the no.1 non-performing Governor considering how much he collects from Government coffers. As a Rivers indigene that works in another State, certain things that i read in the papers about our "performing" Governor usually doesn't correspond with the news from friends and family at home. This Christmas provided the opportunity to see things for myself. I found out that the Gas turbine DOES NOT work which makes me wonder how the Rivers State Commissioner for Information could say in a recent interview that he now saves N50,000 on diesel since the Gas turbine started working. I felt pity for my State as other States might be admiring Rivers State thinking we actually have electricity. The State is in more darkness now than pre-gas turbine era. The Government tap in my family compound has not flowed for over 15 years...so how come Odili in his manifesto pledged stable electricity and water? He claims not to believe in Oil but the people...which people?the ones he intends to use in siphoning our oil money which he doesn't believe in?
This very timely report must have been instrumental to the Governor being dropped as Presidential aspirant and VP nominee. It has saved us from being ruled by such a person. However, our prayer is that the EFCC follows this to its logical end, which is to ensure that the Governor is impeached and goes to jail. I'm sure this would gladden the hearts of Rivers indigenes who are the ones bearing the brunt of Odili's spending spree and false declarations.Politicians have reduced us, the citizens to begging for basic amenities like light, water, good roads, that should normally be guaranteed...how can we then ask for job creation, social security etc? EFCC, Please do not use the report for political purposes..BRING ODILI AND HIS CRONIES TO JUSTICE.

It is so disheartening that in modern day Nigeria the likes of Peter Odili are still moving freely and touting themselves as leaders. They are nothing but thieves in leaders clothings. We in Rivers State where he is governor are very happy with the EFCC revelation. The truth is that those who saw the thiefman Odili as a hardworking governor were those who were not in touch with the reality on ground in Rivers State. Ironically, those of us in the state were praying for his failure while he was busy galavanting all over the country in the name of consultations. We have been held hostage to bad roads, flooding occassioned by lack of proper drainage network, imagine 8 years of no portable water for the people, claims of housing development are mere stories. Not even one housing estate is effectively finished. Today, we are happy that the true Odili is now in focus and Nigerians and the world including the UN which we hear just gave him a citizenship status now have an opportunity to know that he is a Mega Thief. I request is that the EFCC should do all it can to ensure that this rogue is brought to book. However, because he is called a "GOLDEN GOVERNOR" use a golden handcuff. Long live Mallam Nuhu Ribadu.

It is obvious the Governor is not alone in all of this shady deals. I can't believe efcc just got to know about all these bcos we have followed events closely in the state in the past few years and have come to a conclusion that that the whole thing is a perfect network from abuja to our lga's. Only God can save us. The worst is that they always call God while they are stealing and deceiving us. It's no news that there is no light in Rivers state even as i am writting now, my generator is on. I only have believe that God either through efcc or other means will expose them further and purnish them for calling his name deceitfully.

i just hope this is not another blackmail, like they(EFCC) did to adenuga,while linking his hardwork to babangida, only to turn back to say "we're sorry, it's just mere investigation" this is character assassination, and not an im sorry business, so lets be sure and not allow ourselves to be used by certain a faction.
stories in Nigeria can be image-dainting and yet when the truths are found ,they leave u to suffer ur fate.

i think a move should be made for odili's impeachment and the rivers state speaker who is also the pdp gubernatorial flag bearer should be serious investigated and impeached.before the governorship primaries there was a rumour about him being a cultist this was also in the news and the screening committee did not take it seriously instead the case of a house of assembly aspirant buying a jeep worth N8million was taken more seriously like that was the major problem i seriously think odili and associates should be made to face the law atleast to prove the laws of the land are still working...

Odili and the speaker of the Rivers State House of Assembly, a foster child of Odili, should be impeached, immediately. Rivers people are suffering untold hardship. By this, Odili is the biggest civilian looter. He is a disgrace to Rivers people, Nigerians, and the international community.

What a Nation, What a country!
Ours seems to be a country forced back by the bad and fraudulent intentions and acts of our so called leaders (sorry, looters) and not led to a better future. What a shame. Posterity will have no pity on us if after being aware of the content of the EFCC report on the monumental looting of Rivers State Treasury by Peter Odili and his cohorts, we failed to demand for JUSTICE. In any case, how come nobody investigated the source of funding for the acquisition of Nigerian Airways?. Is ours a nation of thieves?. Even among thieves, there is honor (apologies to Nzeribe). I am definitely sadened by this revelation. By the time the other governors are investigated only God can tell how much we have lost as a nation and as a people. It's just disgusting.
To Ribadu and his team, keep up the good work and may the Good Lord continue to keep watch over you and your family

It saddens my heart that with all these money the good people of Rivers State still suffer. No good roads except those ones leading to the Government House. Poor electricity supply, no pipe-borne water, Poor funding of the State owned University This is a bigg shame. God have mercy!

Now that we know what we already know, why are we Nigerians still waiting to allow PDP select our next president? Odilli is off PDP, and if they can come out to say Atiku is corrupt, (Which I dont dispute by the way) Why is Odilli not been discribed in the same light? Or has the law of diminishing returns set in? He has stolen so much, he is nolonger corrupt but a performing governor? If I and many Nigerians can have our ways with these zombies, I will send all of them including their family to a remote island and just leave them there. Let them contend with what most Nigerians are facing on a daily basis- total absence of anything that represent life.
I was taugth not to hate, but I can help but hate these men and their wives, children and grand-children.

WHERE VULTURES FEAST-A QUESTION ON TRANSPARENCY AND ACCOUNTABILITY IN RIVERS STATE GOVERNMENT.
The day was Thursday, October 3, 2002, the occasion was the commissioning of the Trans Amadi gas turbine project embarked upon by the Governor Odili led administration of Rivers State, a project that span over 3 years.
President Olusegun Obasanjo, irrespective of the impeachment hammer hanging around his neck like the sword of Damocles, courtesy of both chambers of the National assembly, shelved more pressing state activities that day to perform the ritual of the commissioning ceremony, a ceremony which was a fanfare and a show of pomp and pageantry. It also advertised the level of poverty and ignorance pervading the state as hungry sycophants brought in to sing Odili’s praises was seen scrambling for food at the occasion.
To Gov. Odili and his loyalists, October 3, 2002 must have been a very happy and memorable day. Encomium were poured on the egotistic governor and his team by professional sycophants, even as the media were replete with advertorials congratulating and extolling the outgoing governor for successfully commissioning the 3x12MW Trans – Amadi gas Turbines, which before its commissioning have gulped over N15b, going by available records, although government estimates put the cost at N4.2b.
Among those who utilized the opportunity provided by the fanfare to sing the praises of Gov. Odili, and are likely to remain eternally grateful to the government, were Sir & Mrs. Johnson Arumemi – Ikhide, the owners of Rockson Eng. Nig. Ltd, the firm that played a prominent role in the gas turbine project.
As the governor and his team of loyalties, including the Arumemi-Ikhides were clicking glasses filled with champagne, basking in the euphoria of self satisfaction, mind-bogging facts emerged on how Gov. Odili used Rockson Eng. Ltd and Negris Nig. Ltd as fronts to loot the state treasury in the name of his over-ambitious gas turbine project.
Negris Nig. Ltd. was the major contractor that handled the project, while Rockson Nig. Ltd. was brought in as project’s engineering consultants. Both companies openly accepted that they were the major beneficiaries of the windfall from the gas turbine project. In a paid advertorial in some news media Rockson Eng. Ltd wrote in part: “we are happy to be associated with the project as project and engineering consultants”. Negris Nig. Ltd. in her own advertorial noted that “as the main contractors of the project, we are indeed happy to be associated with you (Gov. Odili)”. It is instructive to note that the Ikhides are joint owners of Negris Nig Ltd and Rockson Eng. Ltd. Both companies operate from the same office at Trans – Amadi Industrial Layout, Port Harcourt.
Apart from acting as a drainpipe milking the state dry, the exact role of Rockson Nig Ltd. in the gas turbine project was not precisely known, as the company was involved in many, if not all, aspects of the project, including the transportation of materials for the project from one point to another. The company claimed that it handled the movement of turbine from Port Harcourt to Omoku for which a whooping sum of about N1.5b was approved by the government in August 14, 2002.
Available information showed that in addition to the N1.5b approved for the transportation of turbines from Port Harcourt to Omoku, Rockson Eng. Ltd within this period received over N11.046b on account of the gas turbines as consultation charges.
In addition to the unfettered involvement of the Ikhides in the money guzzling gas turbine project, they also had their fingers in virtually every plum business deal in the state, through different business ventures hastily floated for that purpose. Thus, they had more than a lion’s share of the milk and honey from the treasure base of the Nation flowing into the mouths of non-indigenes only, while majority of River people wallow in excruciating poverty.
They are also deeply involved as trustees and decision makers in “The Adolescent Project” (TAP) of Governor Odili’s wife. Ikhide’s wife and justice Mary Odili’s namesake is a member of the board of trustees of the TAP, another drainpipe conceived and put together by the Odilis. It is widely believed that TAP, though said to be a non-governmental organization, is run from government funds. So far, many millions of tax payers money has been diverted from the state treasury into TAP, while many more millions were expended by the government for producing vehicles and other equipment for the organization as well as financing its projects.
Investigations revealed that on July 25, 2002, N1.473b was paid to Rockson Eng. Ltd for the purchase of Iveco buses. They also received unspecified amounts of money for the purchase of ferryboats. What is difficult to understand is why the government did not purchase the vehicles directly instead of contracting it out to a consultancy firm. Indeed, many angry indigenes, troubled by the governor’s policy of stuffing the state economy into the pockets of his non- indigenous business fronts at the expense of Rivers people, the real owners of the milk and honey, ask if there are no competent indigenes of this state who could purchase the vehicles.
But the use of the Ikhides to assault the state’s economy is a glaring example of Odili’s penchant for empowering non-indigenous contractors. The Ikhides, through Negris Nig. Ltd. have also received multi-billion naira contracts from the Odili led administration for the importation of generators, transformers, feeder pillars, cables and other electrical materials, including those being manufactured here in the state by the state owned Nigeria Engineering Works (NEW).
One disturbing fact about these contracts was the secrecy shrouding them. The code of transparency and accountability openly mouthed by the Obasanjo administration are totally lacking in the naira contracts to the Ikhides as the contracts were not advertised as required by the rules regulating the award of contracts of such magnitudes “Due process”. Also, there were no open tenders for the contrasts through the tender’s board, nor was there any proof of the competence of the companies to handle such jobs.
“Gov. Odili dished out other plum and milking contracts to the Ikhides without observing any rule and regulation guiding the award of contracts by governments”, observed a source who pleaded anonymity. Another anonymous source also submitted that Rockson Eng. Ltd is the least qualified to be engaged as engineering and project consultants in the turbine project since it had no proven track record or technical expertise required for such a project.
The Ikhides themselves will be hard put to disprove this fact as the company was a novice not only in the turbine business, but more importantly, in the business world as at the time of its initial involvement in the turbine deals. Mr. Johnson, an electrical engineer, at one time only had worked as a management staff of Caterpillar Masters (W.A.) Ltd. On the other hand, his company, Rockson Eng. Nig. Ltd, was incorporated on May 16, 2002 with Reg. No. RC 380929 and a share capital of N100m, which at the time of this report has not fully, being paid up. The registered directors of the company include Mr. Johnson I. Arumemi Ikhide and his wife, Mrs. Mary F. Arumemi – Ikhide. Their addresses were given as Benin City as at the time of the incorporation of the company.
Yet in a feeble attempt to reply to criticisms about his controversial gas turbine project, Governor Odili made some unimpressive statements. One of which was that those Rivers people opposing him were doing so because he refused to give them the contract for the gas turbine jobs. Two, that no Rivers man has any qualification or experience in gas turbine technology to be able to execute the gas turbine project. But none of the above is correct, because Odili himself knows some prominent Rivers indigenes who are gas turbine experts with proven track records and experience in turbine installations. One of such indigenes who was actively involved in the successful installation of the Imiringi Gas turbine station now in Bayelsa state is now wasting away in the state civil service. Though the government is fully aware of this, he was never given any role to play in Gov. Odili’s Independent Power Project (IPP).
It was gathered that even before its incorporation Rockson Ltd had already started executing multi-million naira contracts for the Odili led administration on the gas turbine projects. The company had also received payments from the government even before its incorporation as follows:
December 8, 1999 – N80m
December 10, 1999 – N15m
April 6, 2000 – N3b
It received a total of N3.095b on gas turbine and another N492.38m for purchase of vehicles before its incorporation May 16, 2000. “It is from these payment that they may have raised the money to float the company”, argued a shocked and horrified Rivers man.
Another equally disenchanted, elderly patriot, shocked by the irregular payment remarked: “This is fraudulent, as it amounts to doing business with a phantom, with a corporate ghost. And all along our saintly governor, this Knight of St. Christopher, has had the temerity to abuse knowledgeable critics who have been trying hard to take the wool off out eyes and to point out to us that all the excited noise about the gas turbine is mere hocus pocus aimed at deceiving tax payers”.
Among the minimum requirements for entering into a business contract of that magnitude with government are the provision of a certificate of incorporation and a 3- year tax clearance certificate. None of these minimum requirements were met by Rockson Eng. Ltd. before it started receiving multi-billion naira contracts from the Odili government.
Yet a major complaint by the opposition has been Odili’s failure to economically empower the River people. No Rivers indigene is known to have won a contract worth N500m from the Odili administration.
Why were constitutional rules bent with impunity and caution thrown to the wind by Gov. Odili in order to enter into business relationship with these companies on behalf of the state? Who are the Arumemi – Ikhides and what link do they have with Gov. Odili?
Prior to the emergence of Gov. Odili as the governor of Rivers state in 1999, neither Mr. Johnson Arumemi Ikhide nor his wife, Mary, was a known variable in the business and economic circles of the state. Not much was known about them other than that they were staunch catholic faithfuls like the Odilis. And like Dr. Odili, Sir Johnson Arumemi-Ikhide is a Papal Knight. Observers are of the strong view that the catholic connection is the major link through which the Ikhides got the gas turbine job.
But the Ikhides are not the only outside beneficiaries. It was alleged that during the wedding ceremony of Chief Anenih’s son, Gov. Odili doled out over N100m to bankroll the wedding. In addition, he also reportedly donated 2 custom- made jeeps to the new couple. The jeeps were brand new, not like the rickety tokunbo buses allocated to the free transportation scheme for school children.
As if to reciprocate the gesture, Anenih came to Port Harcourt during Odili’s wedding anniversary to strongly drum support for the Governor’s second term bid. It is believed that, apart from the catholic connection, the Ikhides must have warmed their way into the state treasury through the power – broking Anenih.
Today he has become Odili’s man friend and inglorious partner in fiscal brigandage. It was once alleged that during the burial of Sir Johnson Ikhide’s mother, Odili moved his entire cabinet down to the man’s village for the burial. He also pumped in an unquantifiable sum of money into the lavish burial, and further insulted the intelligence and sensibility of the Rivers people by running the burial Ceremony on the state TV station.
Through the gas turbine project alone, into which over N32b has been sunk, many billions of naira of state funds may have been diverted from the government treasury through large scale over – invoicing and other fraudulent practices that characterized the project.
What this means is that the state may have been greatly defrauded with the Ikhides wittingly or unwittingly being used as tools. So far, they have handled contracts, including the gas turbine contract, totaling over 50% of the three years budget of the Odili government.
Odili and Sir, Ikhide also claim that they spent about N800m and another US $2m to refurbish the Eleme turbine, which were installed and commissioned by the defunct OMPADEC. Their explanation is that the turbines inherited from OMPADEC were second hand and dysfunctional.
But reacting to this claim, the contractors who handled the project for OMPADEC, Marshland Projects Nig. Ltd, the suppliers and the manufacturers of the turbine, General Electric of USA debunked this claim, pointing out that it is ridiculous that such an amount was spent on the refurbishment of the turbine. They confirmed that the turbines were brand new and were tested for about 10 hours. Moreover, they pointed out that there is an existing maintenance agreement that makes it unthinkable for such an amount of money to be spent on refurbishing the turbine outside the terms of the original agreement. There is no doubt that all the money they claim to have spent on the refurbishment of the Eleme turbines have been diverted into private pockets.
Odili’s penchant for using non-indigenous agents to squander the finances of the state also recently saw the job of generating internal revenue being contracted out to the another crony introduced to him by Chief Kuye, whom he hopes will assist him in his second term bid. Kuye is the Minister of state for finance. The plum revenue collection job was doled out to Olunuga in spite of the outcry of Rivers people against the use of foreign consultants for revenue collection. Under the terms of the contract, Olunuga who operates under the business name of Ideal Concepts is to earn over N1b annually as commission. This amount is more than 500 times higher that what the state spends on the Board of Internal Revenue which has been known to generate higher revenues than these non-indigenous revenue contractors. It amounts to freely giving out N1b annually to the contractor whose staff strength is zero and whose only job and investment is to sit in a cosy office furnished for him by Oyaghiri, Odili’s Finance commissioner with tax payer’s funds. The contractor just pockets such a colossal sum of money for doing virtually nothing.

I will start simpathising with the Niger delt people only when they start hunting their political leaders that have always shamelessly stole their resourses with impunity. It is sad that MEND is still kidnapping and killing foreigners that are not responsible for the management for the state's funds while the Rivers state governor and his 'managers' are walking freely round the state with the Niger deltans praising them. I believe other Nigerians will be on your side only if you start holding your leaders accountable for miss management of the over 12 billion Naira they get every month. first i' ll say the efcc is doing their job, and should keep it up,second i 'll advice ribadu to really carry out a sound investigaion and come to a logical conclusion before informing the public, as what he says will have a great deal of effect on the person of the governor.third, if the question is if the odili led administration did or did not follow due process. then the issue of standard and quality control still has to be looked into little wonder odili is comparing the price and capacity of his gas turbine to that of the FGN. finally i want to say that let there be a state or presidential task force aim at enforcing strick compliance to standard on projects and supplies awarded to contractors and above all strick supervision to enforce strick compliance to job scope and standards to the letter; this is borne out of the fact that i have taken a close look of the street solar light project and i know odili did not approve the use of ungalvanized poles and non allignment of the poles. please let the contractors help the governor so that the standard of their work will commensurate with the amounts on paper, thanks cyril hart on 08023316608

So much have been written on this subject. One expects that justice be done, the acussed should be made to stand chance of defence and justice dispensed. At the least, other adventurers will think twice before attemt at stockpilling public funds for personal waste. Otherwise, we will continue to entertain the world with our kind of drama, (naked shamless dance in the market place of looting and graft).
Or are the accussed 'protected by some overlords'. Is Ribadu's assertion the other day at Ikeja Airport Hotel of some people being protected from his team not true afterall? This war against graft should be wholistic.
The Niger Deltans, I think will come to a point of acceptance that the emnemies are really from within.
We have slept for too long as a people but do we continue dozing?

Little wonder odili is comparing the price and capacity of his gas turbine to that of the FGN. Finally i want to say that let there be a state or presidential task force for the purpose of enforcing strick compliance to standards on projects and supplies awarded to contractors and above all strick supervision to enforce strick compliance to job scope and standards to the letter; this is borne out of the fact that i have taken a close look of the street solar light project in port-harcourt and i know odili did not approve the use of ungalvanized pipes and non allignment of the pipes for the job. Mr. Johnson is the biggest thief of the century and needs to be prosecuted. He is even trying hard to defraud local contractor by not paying the the dues. He is owing every contractors. He is systematically trying to use 419 on contractor like he use on the River State Government. He needs to be driven out of Rivers quickly.
